NOTICE TO BIDDERS

THE CALLAHAN COUNTY COMMISSIONERS’ COURT will be accepting sealed bids for the purchase of the following:

Road Materials:

Not less than 50,000 tons and not more than 125,000 tons (or yardage equivalent) of flex base road material with maximum rock size of 1 ½ inches (minus), with approximately equal amounts of fines and rocks, and none over 1 ½ inches.

Not less than 15,000 tons and not more than 30,000 tons (or yardage equivalent) of oversized rock.

Not less than 35,000 gallons and not more than 60,000 gallons of CRS2 Emulsion, delivered to various roads in Callahan County.

The material must be provided in incremental amounts and at times as requested by Callahan County over a twelve (12) month period starting when the bid is accepted. All amounts to be received and times to pick up material will be at the discretion of Callahan County. 

Material will be picked up at the bidder’s site and the bidder must be able to load the material onto dump trucks at that site. The bidder must weigh each truck and provide a scale ticket or invoice indicating the amount of material delivered.

Hauling:

Hauling of flex base road material over a period of up to twelve months starting when the bid is accepted. Material will be hauled from the plant to various roads in Callahan County, Texas. All amounts to be hauled and times to pick up and deliver material will be at the discretion of Callahan County.

The bidder will be given at least two days’ notice of when and where to deliver material. Dumping of material will be only at the direction of an employee of Callahan County. Callahan County will pay on a loaded mile basis. All bids shall state the charge for a loaded mile.

Each bid must clearly identify the location where the materials may be picked up, and Callahan County will consider distance (cost of transport) when evaluating bids.

Delivered Fuel

Delivered fuel over a period of up to twelve months starting when the bid is accepted.

Each bid must clearly identify the fuel type, set mark-up per gallon over rack rate, and delivery charge.

Material delivery locations are as follows:

All bids must be sealed, with the words: Sealed Bid – Road Construction Material,” “Sealed Bid – Material Hauling,” “Sealed Bid – Fuel – Bulk Unleaded Gasoline,” “Sealed Bid – Fuel – Bulk Dyed Diesel,” or “Sealed Bid – Fuel – Bulk Clear Diesel,” on the envelope. Each bid must clearly identify the bidder’s name and contact information.

Vendors may bid on one or all items and prices per item will be considered individually. Vendors may specify in their bid which precincts will be serviced with their bid.

Each bid must be addressed to Callahan County c/o Callahan County Judge, 100 W. 4th Street, Ste. 200, Baird, Texas 79504, OR hand-delivered to the County Judge’s office at the Temporary Operations Building (TOB) located at 1257 FM 2047, Baird, TX 79504. ALL BIDS MUST BE RECEIVED BY FRIDAY, SEPTEMBER 13TH, 2024, at 12:00 PM. Bids will be opened on Monday, SEPTEMBER 16TH, 2024, starting at 9:30 AM.  

Callahan County may take up to 30 days after the opening of bids to accept or reject bids.  Callahan County will pay approved invoices monthly within 30 days after receipt.

Callahan County reserves the right to inspect materials before a bid is accepted.

Callahan County reserves the right to reject any and/or all bids.

Callahan County reserves the right to terminate any agreement created by acceptance of a bid with 30 days written notice to the bidder. Such notice will terminate any obligation of Callahan County to accept or pay for any material other than that which has already been accepted.

Request and Guidelines for Statements of Qualifications Regarding Engagement as Construction Manager as Constructor for the Callahan County, Texas

Courthouse Restoration and Rehabilitation Project

NOTICE IS GIVEN pursuant to Chapter 2269 of the Texas Government Code and other authority, that Callahan County, Texas (“County”), on June 14, 2021 by and through its Commissioners Court (“Commissioners Court”), approved and issued RFQ No. 2021-002-CRRP-CMAC (“RFQ”), the County’s Request and Guidelines for Statements of Qualifications Regarding Engagement as Construction Manager as Constructor for the Callahan County, Texas Courthouse Restoration and Rehabilitation Project, a pending County public works project (“Project”) to restore, rehabilitate, and improve the historic 1929 Callahan County Courthouse and surrounding grounds, generally located at 100 West 4th Street, Baird, Callahan County, Texas 79504.  As described in the RFQ, “Construction Manager as Constructor” (or “CMAC”) is synonymous with, shall constitute, and has the same meaning, duties, responsibilities, and rights as, a Construction Manager at Risk described by Chapter 2269, Subchapter F of the Texas Government Code.

The County seeks sealed Statements of Qualifications (“SOQs”) from qualified firms or individuals (“Offerors”) for a proposed engagement by the County of a Construction Manager as Constructor for the Project, and as such, performance of the necessary evaluations, designs, reviews, cost estimates, and related functions required for development of Project plans, specifications, procurement, review, and execution of the construction scope for the Project, as more particularly described in the RFQ.  Pursuant to Chapter 2269 of the Texas Government Code, the RFQ states that the:  (1) CMAC selection process involves a one-step process; and (2) contract price may be a guaranteed maximum price.

The RFQ may be inspected, and copies obtained from: Jan Windham, Callahan County Treasurer, Callahan County Courthouse, 100 West 4th Street, Suite 100, Baird, Texas 79504.  Proposed Offerors may obtain a copy of this RFQ by:  (1) calling the Callahan County Treasurer at (325) 854-5840; (2) by making their request for an RFQ copy by email to the Callahan County Treasurer at Jan.Windham@callahancounty.org; or (3) by downloading the RFQ below.  Important RFQ response deadlines exist, including the following:

  •   Questions regarding the RFQ must be submitted in writing to the Callahan County Treasurer (by US mail, courier, hand-delivery, facsimile, or e-mail delivery to her office address and contact information provided above), on or before July 5, 2021 at 3:00 p.m. County local time. 
  • Sealed SOQs will be accepted by the County until 3:00 p.m. County local time on July 8, 2021. The submitted SOQ must be timely delivered by the Offeror by mail, courier, or hand-delivery to: Jan Windham, Callahan County Treasurer, Callahan County Courthouse, 100 West 4th Street, Suite 100, Baird, Texas 79504.  Any SOQ received by the County after that deadline will be returned unopened.  Please refer to the RFQ for a more detailed description of:  (1) the form, scope, content, review, and evaluation requirements and procedure regarding a submitted SOQ; and (2) the scope of Project improvements and work.
  • SOQs timely delivered to the County will be opened at a public meeting of the Commissioners Court, said meeting to occur on July 12, 2021 at 9:30 a.m. County local time, at the Callahan County Courthouse, District Courtroom, 100 West 4th Street, Suite 301, Baird, Texas 79504.  Review of the SOQs will thereafter begin by the Commissioners Court, County staff, and the Callahan County Facilities Committee.  The SOQs will be reviewed, discussed, deliberated, and formally ranked by the Commissioners Court at the aforesaid or a subsequent public meeting date as allowed by law, after which time contract negotiations with the top-ranked Offeror for the proposed CMAC engagement will begin and proceed in the manner required by law.

The County shall give public notice of and actions regarding the RFQ in the manner required by law.  The rights to accept or reject any or all SOQs, or to waive all formalities regarding the RFQ, are reserved by the County pursuant to all applicable authority.

Auxiliary Buildings Project

NOTICE IS GIVEN pursuant to Chapter 2269 of the Texas Government Code and other authority, that Callahan County, Texas (“County”), on June 14, 2021 by and through its Commissioners Court (“Commissioners Court”), approved and issued RFQ No. 2021-002-ABP-CMAC (“RFQ”), the County’s Request and Guidelines for Statements of Qualifications Regarding Engagement as Construction Manager as Constructor for the Callahan County, Texas Auxiliary Buildings Project (“Project”), a public works project to renovate, expand, and improve for public use as county office and record archive space the County Annex Building (at 132 West 4th Street, Baird, Texas 79504), County Calvo Building (at 109 West 5th Street, Baird, Texas 79504), and historic 1877 County Jail Building (at West 5th Street, Baird, Texas 79504), said Project buildings located adjacent to the Callahan County Courthouse (at 100 West 4th Street, Baird, Texas 79504).  As described in the RFQ, “Construction Manager as Constructor” (or “CMAC”) is synonymous with, shall constitute, and has the same meaning, duties, responsibilities, and rights as, a Construction Manager at Risk described by Chapter 2269, Subchapter F of the Texas Government Code.
